I hope Dean was making this comment as an aside to be
amusing, because it does not make sense otherwise.
Since I live across the street from one of the two remaining
whore houses on Lake Street, I can say something about this
issue. There are two saunas remaining, the Royal Knight
between Fifth and Portland and the Utopia East between
Oakland and Park.  With the exception of 18 months three or
four years ago they've been open forever--or so it seems.
The street prostitutes still ply their trade in both North
Central and south West Phillips.  In court several years
back, a police officer testified that it costs $160.00 for
the "full treatment" at the saunas. Street prostitutes
charge $20.00.  They work near the saunas because they have
the same customer base and because the presence of saunas
are free advertizing for their services. From my observation
and that of my neighbors "near the saunas" extends as far as
38th St. to the South and Franklin to the North. They work
out of houses in the neighborhoods and sashay up and down
Lake Stree and 31st. St. when they are on the stroll.
They will do so successfully, in my opinion, so long as the
law goes after the prostitutes vigorously, but doesn't go
after either the johns (their customer base) or the sauna
pimps and street pimps--and keep on them.
Allowing new whore houses to open on Lake Street will not
solve any of the problems associated with street
prostitution, but if could make liffe more dangerous for
young girls and women who are not part of the trade, but
only going about their business.
