Anecdote: Three weeks ago I turned the corner at 26th and Morgan and the street was blocked by a street thug so I could not pass. He stood in front of my car and blocked my way, just clowning. He would not move. I rolled my window down and said move out of the way. He cursed me, moved out of the way and as I slowly proceeded planted his foot deep in the rear fender (yeah ha ha). I reached the police by cell phone and waited up the block but he ran after car w/rock in hand. I proceeded to Penn and 27th and flagged down a cop rolling by as luck provided. He put me in squad and he recovered the suspect who actually was still in virtually same spot. ID on suspect was run and he had outstanding warrant for "criminal trespass" I was told. The cop then let him go and told me it was only a misdemeanor and he wasn't going to take this guy DT Hence, no report filed and crime stats down by ONE. How often does this happen? How many other methods cover up committed crime?
