I'm not sure how anybody can make an arguement based on Broken Window
Theory, as it has been shown (in practiucal terms) to be unrealistic. We
have seen a drop in crime all over the country, something all Mayors,
Governors, etc. would like to take credit for (including SSB and Norm), but
the drop was due to small economic gains of the indigent.

I think the drop in crime bouys Ramsey Clark's Theory on crime. He argues
that indigent neighborhoods have more crime, due to unemployment. It
creates a sense of dispair which can drift into violent action. With minor
growth in incomes and gains in employment of the poorest Americans we saw a
sharp reduction in Crime.

Politicians don't like Ramsey Clark's Theory, as it is costly. It is far
easier to attack the indigent for being poor than to assist in job
creation. We need local business with a chance for advancement, only then
can we cure the ills of crime in Minneapolis.
