Final Action on HUD Appropriations
 
The Public Housing Capital Fund was funded at $2.843 billion, slightly
below the Senate's funding level, but an increase over the House and the
President's request. The Public Housing Operating Fund received $3.495
billion, which was presented as an increase of more than eight percent.
But the lack of funding for the Public Housing Drug Elimination Program
actually means a three percent decrease in funding for the nation's
public housing programs, since the combination of capital, operating and
PHDEP funds amounted to $214 billion more in FY01 than the capital and
operating funds combined in FY02. The PHAs are authorized to use their
operating and capital funds for activities that had been funded through
PHEDEP. 

MPHA has promised to find replacement dollars for this program, which
funds Project Lookout (public housing resident crime watch volunteers),
security guards, and the housing police team. For futher background, see

The Republican administration feels that eviction is a cheaper solution.
Eviction can result from an allegation of drug-related activity, even at
one remove (tenant's guest), even without tenant's knowledge, and
independent of arrest and or conviction.
