Thanks to David for raising this idea and to all who
sent along their thoughts on the proposal both on &
off line.  The responses give me real pause about
adopting a "one size fits all" (as one commenter
characterizes it) solution.  I've printed off the
posts to chew on some more but at present it it looks
to me like a working approach may be to stay with a
"case by case" approach but with a stronger bias in
favor of retention, perhaps under more detailed
criteria to be worked out. Anyway, thanks again to
those who have or will respond.

btw to those who expressed confusion (& any who were
confused & didn't bother to mention it)I apologize for
having sent this out in Betts email. I was at her
computer (which is much faster than mine) & in her
email when I read & replied to David's posting; I'll
try to avoid having that happen again so that it's
clear which of us is posting.
