I'm slightly confused on this discussion about the vote regarding the Riverview 
Supper Club site.  The Zoning & Planning committee has 5 members, correct?  If 
so, how can a total of 2 votes in favor be considered a "majority" - shouldn't 
there be a minimum of 3 needed to constitute a majority?

Maybe an early order of business for the new Council would be to take a hard 
look at the bylaws and voting procedures to prevent this sort of result in the 
future?

Also, several folks mentioned CM Ostrow being "painted into a corner".  Can 
anyone shed light on what would have happened had he joined CMs McDonald and 
Mead in abstaining from voting, leaving a result of 1 aye, 1 nay and 3 
abstentions?

I must admit I'm also in favor of the Riverview site being turned into a park, 
although probably for somewhat selfish reasons as I'm involved with the Twin 
Cities River Rats waterski show team that has put on (insert shameless plug) 
FREE weekly shows on the river on Thursday evenings during the summer and for 
the Aquatennial for the past several years.  I'm pretty sure we'd get booted 
from that location if it were zoned for housing since our performances can get 
noisy with the towboats and show music.  Knowing how hard the skiers work to put
on these shows as well as how much time is spent picking up the litter and 
otherwise maintaining the area, I think that would be a real shame.
