Wizard is right. However, there was a new law passed two years ago that says when a property changes hands there will be an inspection for major hazards. This was done because so many times a buyer and seller will agree that the buyer will fix this or that and then it doesn't happen -- and thus unsafe conditions are perpetuated.
I know about this law because neighbors used it to get inspections inside a problem property that defaulted on its Contract for Deed. I also recently sold my home in Minneapolis, and this inspection was part of the Truth in Housing Inspection.
