The Minneapolis angle: "What are legislators from the southwest suburbs
prepared to offer Minneapolis in return for this favor? [More lanes
through the city.] As it stands, Minneapolis gets only more air
pollution, more noise and a wider belt of freeway plowing through its
neighborhoods. When, in a few years, the new interchange has induced
enough additional driving to again fill up with bumper-to-bumper
traffic, what then? Another widening project?"

But the edit-writers also note, "A second phase to the project is now
required, one that continues five lanes of traffic -- including an HOV
lane -- all the way into downtown. On this issue, it's Minneapolis
legislators who must compromise. Neighborhood prosperity depends on a
successful downtown freely accessible by car and by transit."
