         It was a great idea for the business interests who conceived & 
pushed Proposition 13 in California!  It shifted much of the taxes away 
from business property, and onto homeowners.  And it continues to shift 
more onto homeowners every year.
         Just look at one of the basics -- property value can only be 
increased when the property is sold.  And in the real world, how often are 
homes sold vs. business property?  If we had such a law in Minnesota, the 
downtown Minneapolis Dayton's (now Marshall Fields) store would still be 
taxed at its' 1880 valuation!  NSP plants, like the coal-burning antique on 
the River, would be paying little or no property taxes.
         Of course, it might encourage historical preservation.  Norwest 
would probably have rebuilt it's burned out headquarters building rather 
than demolishing it if this law had been in effect in Minneapolis.
