WRONG  Dean Zimmermann did not say that. Dean Zimmermann said, "Minneapolis
has 11% of the state's population and 19% of the states property tax base."
That means Minneapolis has 19% of the value of taxable property. That means
we have more property to tax per capita than the rest of the state.
Zimmermann's statement says nothing about what rate Minneapolis is choosing
to tax the property that is has at its disposal to tax.         In fact this means
that because we have so much property to tax, we can tax at a LOWER rate and
still get more revenue than those areas that are not so well endowed.
