For many years I was suspicious that the impound lot made oodles of cash the for city coffers. Tom Leighton and other Mpls staff have set me straight on this false impression, and have stated that the impound lot is, as J. Harmon said, "a non-income generating" operation. Someone can correct me if I am wrong on this, but I think I have even been told that the impound lot operation is actually a money loser for city government, and thus also a money loss for tax payers.
