Regarding the assessment procedure, as I understand it, all properties are
assessed by the County. The County assesses property the way other
appraisers do - by looking at the sales prices of comparable properties in
the area.
One correction, properties in the city of Minneapolis are assessed by the City Assessor's office not the Hennepin County Assessor. It's very easy to challenge your market value if you find comparables for properties in your vicinity. The City Assessor's office is very helpful and will let you know what you have to do.
