It is my understanding that from the beginning if Paul Ostrow is Council President, then Lisa Goodman will be Majority Leader and Barret Lane will be chair of Ways & Means. Those are the three instrumental in encouraging a change in leadership long before the results of the November election. Barb Johnson will probably get one of the major committee chairs, such as CD, and new Council Members will get at least two if not three committee chairs. Dan (from Ward 10) will probably be chair of Z&P, and Scott Benson probably chair of Intergovernmental Relations. All the above is still being negotiated, as far as I know, but I think it's a pretty fair representation of where things are going.
