It's cute as a button, but stubbornly undevelopable. Lisa Goodman calls it a "pit" and the Strib's Linda Mack says its interior has melted. However, Goodman also says restoring the still-intact concrete tower is the perfect project for tax-increment financing. The council may well approve the deal next Friday.
