FYI Section certificates and vouchers are transferable to any state. This in the technical jargon is called "portability." These feature is used by a lot of people who get a Section 8 voucher/certificate in say, Plymouth, but look for housing in Minneapolis. The long-distance option is used only by a fraction of people.
In the context of this thread, an argument can be made that Section 8 recipients have many options to finding affordable rental housing. The reality of the Hollman relocations is entirely different. If there are not many rental units that fit the rent guidelines and the housing quality standards, then most Section 8 voucher/certificate holders don't have many options. They can search for a unit until their Section 8 eligiblity expires. Which is experience of many people today. We can issue as many Section 8 rental authority as we like, but the supply is not there.
