The actual Minnesota figures, from http://www.dhs.state.mn.us/newsroom/facts/welfare2.htm are: 37 percent of participants are white; 33 percent are African American; 13 percent are Asian, 9 percent are American Indian and 7 percent are Hispanic. So you could say there are "more white people than black", or you could equally say "about 2/3rds are non-white", or various other things. (I have a friend who once was on welfare. Her 4 grandparents are white, black, American Indian and Filipino. I wonder which category she was counted in?) An even more compelling statistic was that 49% of adults on welfare did not complete high school. (No figure was given for the children on welfare, but I fear that many of them will also not complete high school.) Given the recent thread on reading education in Minneapolis schools, this statistic seemed even more relevant to me. And while I could not find online statistics on Minnesota corrections inmates, I found them for New York state: 78% of inmates did not complete high school, 40% can not read.
