I don't know if League rules would permit a baseball club to be owned my a 
municipality.  The NFL won't let that happen again thanks to Green Bay.

It's possible for public financing of stadia to occur, but it should only happen if 
there's a public purpose.  It'll take a lot to prove to me that low-wage jobs at 
stadia are going to be the basis for economic growth in the region.  Without support 
from the economics side, a stadium deal better help achieve the City's goals -- I 
don't think that hosting professional sports franchises is one of the goals.  Creating 
a link between a stadium and the greater public good will require creativity and a 
great marketing campaign.
