Conor, or anyone else so inclined, can contact the MCDA and they can give you a list of current TIF projects. I did this once and it was really quite easy. If I recall correctly, they will ask for some parameters of your search (i.e. Ward 1). From there, I would imagine you could pick a specific project and inquire further.
Regarding Best Buy in Richfield, I am almost certain that it was a TIF project with vast amounts of land taken by eminent domain. The land was taken on the somewhat dubious claim the properties were "substandard". The properties may have not been fresh off the developer's lot, but it was a stretch for them to be considered "substandard". Sorry for the not Minneapolis issue mention.
