This very same issue came up in Seven Corners and
it was Lisa McDonald (Chair of Z&P at the time) who
told the surrounding neighbors to file a lawsuit.

In the past, Councilmembers would routinely ignore
their own ordinances in favor of anything that
"looked good" politically.  It might also involve the
availability of some big Federal money for homeless
causes.

Joan Campbell once remarked that "a thousand people
a day file lawsuits against the City."  I'm quite sure
that this was an exaggeration.

I don't know how much money the City spends in legal
fees, but it might be enough to actually build a facility
to accommodate people in need.  Of course the County
should contribute the lion's share of the money.

Just a thought (I'm trying to overcome my addiction
to this site)
