 You mean like skyways do?  This is not a requirement of PRT.  This is a
design detail.  Some buildings may allow PRT inside, others don't need it.

 You mean like they do now?  This another minor detail.  Cars can easily be
equipped with mini-cameras to monitor illegal activity.  A PRT car would be
a public place and, as such, would not carry an expectation of privacy any
more than a city bus would.  This monitoring system would be especially
useful when an occupant loses consciousness due to heart attack, stroke or
chemical abuse.  The car can be immediately rerouted to a nearest point to
medical assistance without causing an accident and harm other people or
property.
