 I would like to point out that the vastest majority
>of low income housing units are built and managed
with contributions from various government financing
and  development entities such as: TIF, MHFA,
MCDA,MPHA, Low income Tax credits, Section 8, NRP,
City ,county and foundation funding.

 With so much government funding in each unit of
housing it should make sense that the unit should be
owned by the person/people living in the unit and yet
this is very seldom the case. Ownership of people's
housing and all sorts of tax avoidance side rewards
always seem to end up in the hands of a few operators.
 
 The biggest single financial advantage in low income
housing is to stop the clock on escalating housing
costs by paying off a mortgage and this is what
private ownership does. Instead of taking our
government money and putting it into the hands of
'operators' we should concentrate on private ownership
which will contribute to the affordability of housing.
