Dean L. asked earlier if this would affect Herron's conviction.  The Strib
story says this:

            "The statute, titled "Theft or bribery concerning programs
              receiving Federal funds," is not uncommon in public
              corruption cases, authorities said. But other statutes are
              used, too. Herron pleaded guilty under a statute about
              interfering with commerce by extortion, so his case would
              not be affected. "
