I want to correct some mis-information that appeared in a recent posting.  The
outside investigator the City Attorney retained (Joe Duffy)has not had his
hands tied in any way.  His "territory" has NOT been "circumscribed to just
the Inspections/License Department" as the writer stated.  

To the contrary, both the City Attorney (Jay Heffern) and the outside
investigator (Joe Duffy) made it quite clear to the City Council and to the
media that no one connected with the City could determine the extent of or
otherwise limit the investigation, that only Mr. Duffy would make those
decisions as his work progressed.

Concerned about the costs of the investigation, the only restriction the
Council placed on the matter was to require that Mr. Heffern and Mr. Duffy
return to the Council should the costs exceed $150,000.  That's it.  Even
then, the presumption was that the Council would have to approve a higher
amount if Mr. Duffy requested it.

Let's not shoot the investigator in the foot before his report has even been
issued.  In a somewhat similar investigation undertaken in his home town of
Chicago, Mr. Duffy's work culminated in indictments and subsequent convictions
of a wide array of people, including a state senator and a judge.  Clearly
he's not afraid of stepping on significant toes or rocking boats. There's no
reason to assume that his work here will be less extensive or less honest than
the work he did in his home town.
