We seem to have a lot of planning and or development
guru's on this list so I can't think of a better place
to launch this discussion.

I would like to see the list engage in a discussion
regarding how they define the phrase "Community
Development".   

What does it mean? What is the text book description?
What are people's everyday perceptions of the phrase?

If one were to develop a "Community Development" plan
for Minneapolis or your neighborhood what would it
include?  Is an NRP plan a "Community Development
Plan"?  If not, what is missing?  

I think one of the purposes of the Minneapolis Plan is
to provide the guiding principles for a Communtiy
Development plan. Does it? Will it be?  

Minneapolis has a Community Development Agency. Does
the agency have an overarching "Community Development"
plan that drives it's direction? If a plan exists, how
closely coordinated is it with the Minneapolis Plan,
goals of the city, etc.? 

It seems to be this all inclusive phrase that a lot of
people are using. I am just not sure we have all
wrapped our arms around what it really means. The city
is going through great pains to examine itself and
reinvent the way we do business for the constituents
of Minneapolis.  I am hoping that when it's over, we
can arrive at some sort of overarching plan that
defines the direction we will head at least in terms
of future development. Is that a "Community
Development" plan?
