Oh Emily, don't get me started. Whether it's 1/4 mile spacing or your issue I'll never know why well-thought out zoning laws are not enforced. There is really no good excuse is there? I'd hassle that inspector on a daily basis, call his/her boss, anything. You're obviously in the right so just be persistent.
