As a follow-up to my post last week on ward populations, I had a request to
post the 2000 census count by Minneapolis neighborhoods.

So here it is. The data is from the census, the neighborhood boundaries are
from the city, as adjusted to comply with census block boundaries.

If you believe as I do that the new wards should be drawn to reflect
neighborhood boundaries, you can use this list to play the exciting and
challenging redistricting game at home! Just assemble the communities you
think belong together, and see how close you can get to a ward map that
splits as few neighborhoods as possible.

Remember, the ideal ward population is 29,432. As for an acceptable
deviation, a strict 2% standard will let you go above or below the ideal by
+/- 588 persons. A more relaxed 5% standard will let you vary by 1,471.

And don't worry that you won't do a good job - any honest effort will
produce a better result than what we were stuck with 11 years ago.
