While i agree with this statement, i feel the need to comment that this is not just a "less prosperous neighborhood" issue.  I live in a nice suburban area where i work at one of the local banks.  Naturally, when we open the bank in the morning, we need to be very cautious of our surroundings. There are many security issues that involve the bank, including detailed procedures on how to exactly open and close the doors, setting the alarms, ect... I have had many instances where we have had to call the local police because there was something suspicious around or near the bank that we could not account for.  About 85% of the time, the police officers act noticably annoyed with our inquiries and have on occasion even told us that we were ridiculous for being so cautious. I wonder what the response would have been had we been in real danger on one of those instances! I know these are also minor instances to talk about, but it raises the point that there are bad attitudes from cops no matter where you live and how prosperous your neighborhood is.
