I believe one of the particular instances behind this is the McDonald's in
Dinkytown. We had a story about it in the Southeast Angle in December. The
restaurant suffered some damage during railroad overpass bridge construction
a few years ago. The owner wants to use the settlement money to rebuild,
with an expanded drive-through facility that would take up most of the first
level with the restaurant above. The current, more modest drive-through was
grandfathered into Dinkytown's pedestrian overlay, but a rebuilt/expanded
one wouldn't be, under current zoning.
