office space downtown might cost $125/s.f.   A
mansion in Kenwood may cost about $250/s.f.  And
Plymouth is building supportive housing for $313/sf. 
This is almost $113,000 for each 360s.f. unit.

I will be happy to sell anyone 109 apartments for this amount!

Why settle for 40 apartments when you can have 109?

Why settle for 313 sq. ft. apartments when you can have twice that?

Why help 40 people when you could help 200 people?  (same cost) 

Don't everyone offer at once.
