I think this would be a wise idea. As has been pointed out in previous
postings, the concession business is too small of an operation in the
overall Park Board schema for the Park Board to develop the necessary
skills to effectively manage it. Utilizing a company or enterprise whose
business is concessions could solve the issue of how to develop the
necessary skills by acquiring those skills through a contract. I have not
seen many DQ's go out of business, so I suspect that DQ management is
adept at managing such a business.

Regarding the honor boxes, I doubt these are effective. If the Park Board
wants to recover parking fees, it will need to utilize a better system. As
I fold up my dollar bill to fit into the slot, I wonder "how will the Park
Board ever know if I paid or not?" I think many others ask the same
question because I have seen on numerous occasions others park without
paying. Also, some of the pay boxes look like they have been broken into
numerous times, so I often wonder will the Park Board ever get this money?

Where possible, I think the Park Board ought to institute pay parking with
meters or something similar. If they were to coordinate their efforts with
the City Parking Police, the lots could be patrolled for scofflaws (I will
pay at a meter). If the Park Board can not afford to enforce its parking
fee laws, then maybe it ought to give up the idea of charging for parking.

Also, I think it might be a good idea for the Park Board to see parking
passes. Maybe it could be such that a parking pass would allow a patron to
park at metered spot without any additional fees, provided that the pass
is prominently displayed. Getting a parking pass can be a hassle, but
having one is nice. I have one for the Hennepin County Parks just so that
in case I decide to visit a park, I am prepared.
