Minneapolis tries to plow allies as soon as possible to give people a way of getting their cars off the street. It makes it easier to then plow the streets. BTW, in St. Paul, the city does NOT plow the alleys--ever! I should also note that on Friday morning when I went to work, the through streets in Seward and SE had been plowed.
