      The DFL Party's rules for coventions amidst the redistricting process
appear at pages 2-3 in the Official Call, which is available online at
HTTP://www.dflpartyservices.org/paper.html. (Sorry, but the file is in .pdf
format, so I can't cut and paste.) The short answer is that the the Special
Redistricting Panel released its order about three weeks too late, under the
Call, to avoid having the "old" senate districts meet. So the imminent round
of senate-district conventions is occurring in the "old" districts, and
those conventions' business is limited to electing state delegates and
considering resolutions. The first-round conventions cannot elect Party
officers, adopt or amend endorsement senate-district constitutions or
bylaws, or endorse candidates for the Legislature--since the senate
districts holding those conventions technically evaporated yesterday, and
only the new districts need elect officers or endorse candidates. Those
functions are reserved for the second-round conventions, which will occur in
the new districts, not later than 14 July.

      The second-round conventions, for electing officers and endorsing
candidates, are not yet scheduled. Each "new" senate district includes
precincts from more than one old senate district, which means that no old
senate district could unilaterally schedule a second convention until we
know for each new senate district which old senate districts are involved,
and the old districts' officers can consult each other about scheduling the
second conventions.

      The City Party has offered to coordinate its convention for endorsing
school-board candidates with any interested senate district, with the City
meeting in the morning for a couple hours, and the senate districts meeting
around noontime. The City Convention will meet on Saturday 1 June 2002 at
10:00 a.m. (registration opens at 9:00 a.m.) at Melby Hall, Augsburg
College, 715 23rd Avenue, Minneapolis. No word yet on which new senate
districts will accept that offer, but at least three old senate districts'
chairs expressed interest last month.
