$25,000 neighborhood grant with $5,000 kickback suggested by Central
Neighborhood official Zack Metoyer. Metoyer denies the charge, made in
an administrative law hearing on Ortega's convenience-store licenses,
saying he only told Ortega about the grant money's availability.
