I introduced this plan as Green Plan 2 because -- there are n < |0.05%| deviations from the desired 29,432 population per ward -- minority n>50% = minority majority = Wards 5, 9, and 10 -- minority 40%<n<50% = minority opportunity = Wards 2, 6, and 11 -- no neighborhoods are divided into more than two wards* -- groupings of neighborhoods conform to the City's planning districts -- no consideration is given to incumbent residential locations -- no consideration is given to partisan interests, e.g., voting profiles *There is an odd little bump that puts one block of Stevens Square-Loring Heights into the Whittier/Lyndale/Central ward, and we Commissioners may want to even that out a bit to get rid of the three-way division of Stevens Square-Loring Heights should we choose to pursue Randall's excellent suggestions. This is certainly not redistricting business as usual and I hope my fellow Commissioners can be persuaded to take this plan seriously. I firmly believe that judicial review would not be a troubling experience if this plan is adopted. What with the rush, I may have made some errors in entering so much stuff, so please excuse my errors - for example, there's point symbol just to the east of Lake Harriet that I couldn't get rid of. That's not a meaningful point. Please ignore it.
