There was some buzz at the Capitol yesterday that Phyllis Kahn has a bill which would cut the current Minneapolis City Council term to end in 2003. This would allow faster City Council elections which would correspond to the new ward districts. Was this bill discussed on this list or was this story in the Star Tribune? If so, I must have missed it. Does a short term undercut the Green Party just as it is gaining momentum or could more Greens be elected under the Minneapolis or NAACP redistricting plan?
