A Tenant Issues Working Group has been meeting regularly in the last few 
months to review, comment on, and make recommendations concerning Mayor 
Rybak's 90-day plan for affordable housing.  Our overall strategies and 
recommendations are as follows, keeping in mind that each of the 
recommendations is supported by commentary and further analysis.  If you

 Otherwise, it will be available at the Summit on Sunday, April 7, 2002, 
at the Zuhrah Shrine Center (2540 Park Avenue).  Preliminary word from 
the Mayor's office is that all of the recommendations will be discussed 
by the Mayor, with the exception of the call for reform of NRP.

STRATEGY:        Preservation of Vulnerable Housing (Regulatory Reform)
RECOMMENDATION:    Enact An Ordinance Providing the Right of First 
Refusal to Purchase Federally-Assisted Housing Before Conversion of Such 
Housing to Market Rate Apartments

STRATEGY:            Avoiding Condemnation and Homelessness (Regulatory 
Reform)
RECOMMENDATION:    Amend City Ordinances Concerning Water Utility Shut 
Offs for Rental Properties

STRATEGY:        Preventing Homelessness (Regulatory Reform)
RECOMMENDATION:    Enact an Ordinance Limiting Information Collected and 
Reported on Tenant Screening Applications

STRATEGY:            Removing Barriers to Affordable Housing (Regulatory 
Reform)
RECOMMENDATION:    Enact a Citywide Ban on the Collection of Tenant 
Screening Application Fees

STRATEGY:    Engaging Tenants and People of Color (Organizational Reform 
and Civic Engagement)
RECOMMENDATION:    Implement Significant and Immediate Reform of the 
Neighborhood Revitalization Program (NRP) To Assure Real and Sustained 
Involvement of Tenants and People of Color

STRATEGY:        Financing Affordable Housing (Development Finance)
RECOMMENDATION:    City Endorsement of the National Housing Trust Fund 
Campaign

In addition, the predatory lending issue has been added to our plate 
recently for further discussion and refinement.  While we plan to look 
at this issue and make recommendations, if needed, we don't have 
specific recommendations at this point.
