the newly created Ward 5 residents are too isolated from downtown's wealth."

Can someone please explain to me how Near North or Willard-Hay residents
benefit by being in same ward as "downtown's wealth"? I think each ward
should consist of a group of neighborhoods with similar priorities and I
don't see how the relative wealth of one neighborhood benefits another
because they are in the same ward.
