I think it is naive to assume that the laissez-faire economic policies that you espouse will be much good for Minneapolis or any other city. Without any control there would be chaos.
If you refer to the recent discussion thread between Mark Snyder, Craig Miller, and Terrill Brown concerning housing development you can learn that what makes a city "work" is the sewers, garbage collection, water sources, and transportation links. What about the houses? I wouldn't feel comfortible leaving all the decisions on where and how to build them to developers and bankers. The Savings and Loan disaster of the 1980's was a direct outcome of lack of any type of control. To make my point even stronger, I would like just 2% of the money that was used in the bailout to apply to the construction of housing that is affordable to the majority of the population in Minneapolis (and there would be bplenty left over for the rest of the country).
