The Strib's definition of terrorism is not a Minneapolis issue. It's a
global issue defined by a regional publication.

Yes, there was a meeting announcement about a protest, but it didn't
mention terrorism. And just in case people are confused: announcements
of a local rally are fine here if they occur in Minneapolis. The
reasoning is local people should know about local civic rallies.

However, many meeting *subjects* - say, US-Israel policy - are not
always a local issues, and therefore not subject to list debate. (And
no, because the Strib is located in Minneapolis doesn't make everything
it does debatable here.)

I'm passing along these rules interpretations for newcomers who aren't
familiar or old-timers who need a reminder.
