 Thought that this might be of interest to you, or your friends 
in city government.  This is a Canadian conference on 
Community-Owned High Speed Networks called:

"Community Connect Conference Explores Community-Owned High 
Speed Networks."

Somehow I don't see too many policy makers traveling from 
Minneapolis to Fredericton New Brunswick, but I thought the 
synopsis might be of interest.
