Houston does not have ZONING codes, they have restrictive covenants. This allows those purchasing the homes to set the rules as to what can be built or not etc. I can provide a pointer or two to more info on this, but I am not an expert.
The lack of zoning codes does not imply a lack of building codes, thus the buildings are properly constructed (for the area). As was noted, it has been a growth area.
