On my one visit to Houston for League of Cities Convention several years back we were told that the reason Houston "looks" so bad is that there are no zoning codes so there is no rhyme or reason as to what building goes next to which house or used car lot or whatever. It is a willy nilly city in big Texas Oil & refinery country where many, many people eat huge chunks of cooked cow almost every day. Annie Young East Phillips
