and drive a
city car is a public subsidy of a job which may be impacting
their
full-time job in our employ.

What I'd like to know is why officers are taking outside
employment in the first place. Are their wages so low that
they need the extra work? Have they put themselves in a
financial position that they need the extra work to stay
afloat?

It seems from Michael's post that outside employment for
policemen is a given. How did that come about?
Just trying to understand.
