Valdis Rozentals asks, "I would like to ask what would happen if a
special election took place this year and a new Councilperson were to be
elected. Would they have to run again next year and the again in 2005?
Having run for office I can honestly say it is not a cheap venture. Three
elections within three years - consider the cost."
As with any special election, a candidate is elected to fill the
vacancy for the remainder of the unexpired term. The incumbent Council's
terms expire in January 2006, and the general election for the next term is
scheduled for November 2005. It is possible that legislation or litigation
in light of the recent redistricting will shorten the existing terms so that
they end two years earlier than scheduled, in which case the general
election for the next term would occur in November 2003.
Assuming that the Council stays with a four-year term, there is no
scenario in which a candidate elected at a special election in 2002 would
need to run again in both 2003 and 2005. The term for which the vacancy is
being filled will end in 2005 (under the existing schedule) or 2003 (as a
result of legislation or litigation), but not both.
