As Robin stated, registering a bicycle in Minnesota is far from convenient for the public. I am currently in the process of applying to be a Deputy Bicycle Registrar by the Department of Public Safety (for the Sibley Bike Depot in St. Paul) and can ad that it is also not convenient for the merchant.
You can understand why so few bike shops (I believe @25 statewide) choose to get deputized by the Dept. of Public Safety. The most bothersome aspect is that you must submit reports every two weeks to DPS, even if you have registered _no_ bicycles. Lots of paperwork for a measly $1 commission the registrar receives per bike. Mpls should definitely loose the registration requirement. While you admire the art, check out our public-access bicycle facility (repair, sales; electric, recumbent, recycled bikes and parts; policy library; parking/storage...). Free yellow bikes will be available for members to use as they visit the many lofts of Lowertown. Why crawl when you can ride? James Page Brewery has been kind enough to donate a few barrels of their superb malt beverage. Snacks and non alcoholic refreshments provided to help fuel your legs as you walk or bike the new booming north-quad neighborhood. Minneapolis critical mass riders are encouraged to make it a final destination on their evening of lawful lallygagory. The Sibley Bike Depot is a project of the Minnesota Bicycle and Pedestrian Alliance- a volunteer run, member supported, 501c3 non-profit organization dedicated to helping transform our cities into more livable, sustainable spaces by facilitating an increase in non automobile transportation.
