There's been some discussion about underage youth alcohol compliance checks
-- which outlets are tested, do compliance checks work...Here's what I know:
As part of a comprehensive approach to limiting youth access to alcohol, in
1998, Minneapolis Police started doing compliance checks. That year, only
53% of the outlets passed (did not sell to an underage youth during a
check). In 1999, 60% passed. In 2000, 75% passed. And in 2001, 83% passed. 

The police check about 60% of on- and off-sale establishments every year.
The next year, they try to get to the ones that weren't checked the previous
year, and randomly add others.

While there's not a lot of scientific study about the effect of reduced
access to alcohol on reduced drinking, there was a recent study on
Communities Mobilizing for Change on Alcohol. This study by the UofM showed
that 18-20 year olds in the intervention communities not only had decreased
access to alcohol, but also had reduced propensity to provide alcohol to
other teens, and were less likely to try to buy alcohol, drink in a bar, or
consume alcohol.
