This only goes to prove once point I made in my initial message to Rep. 
Kahn. There are members of the MPD who don't know the laws which apply to 
bicycles within the city of Minneapolis.

It seems to me that the first step in enforcing the law should be having 
a knowledge of what the law actually is. What training does MPD offer for 
officers about the City and State laws regarding bicycles? It would 
appear to be insufficient.
