168C Registration http://www.revisor.leg.state.mn.us/stats/168C/ 169.222 Rules of the road http://www.revisor.leg.state.mn.us/stats/169/222.html The part pertaining to riding bikes on sidewalks is in MS169.222 Subd. 4 (d). It gives a lot of decision authority to the locals. In general riding on sidewalks is prohibitede in business districts unless permitted and permitted everywhere else unless prohibited. Mpls seems pretty good about signing the prohibitions. Bikes as vehicles are permitted on all roads except freeways (and part of the U transitway). I second the post about Mpls police needing to learn the law. It's completely clear that impounding unregistered bikes is illegal except for abandoned bikes and then only after 24 hour notice.
