When Leslie Suzukamo interviewed me for the story, I also suggested 
that while neighborhood/precinct specific two-way e-mail lists might 
not work outside of downtown, the police department should actively 
seek out and participate on all of the many neighborhood e-lists 
across the city.  

When it comes to community crime prevention and information sharing, 
I think going to where the people are "online" makes the most sense.  
In specific hot spots where citizens and businesses are engaged in 
crime prevention efforts with the police, the police department 
should export the innovative two-way online communication downtown 
model to those areas.
