Keith says; More often by choice then desperation, tenants overcrowd there 
rental homes with unauthorized guest/occupants. This causes theft of landlord 
supplied utilities, exponentially accelerated decline of unit and common area 
condition, additional police calls and management headaches, and many other 
bad outcomes.

It does explain, though, how some people live in overcrowded units and pay 
over 50% of apparent income to do it. Much low income in overcrowded low 
income households is off the books "guest" contributions, indirectly stolen 
from property owners (and the county).
